Lopping or removing trees on your property

Native vegetation removal, which includes lopping and or destroying, is regulated by State legislation and the Strathbogie Shire Planning Scheme.

Council recognises some native vegetation removals are unavoidable, however you may need either a planning permit and/or Council's advice regarding other consents and permit exemptions before removing native vegetation (includes trees, shrubs, herbs and grasses).

Failure to obtain appropriate permits and or consents could lead to prosecution and enforcement action.

Before you lop, remove or destroy any native vegetation, we strongly recommend you contact us to find out whether a planning permit, other consent or exemption applies to your situation.

Some 95 per cent of unlawful native vegetation removals are brought to our attention by everday residents of the Shire of Strathbogie, so it pays to speak to Council first.

Lopping or removing a tree on Crown land

Strathbogie Shire is widely recognised as possessing some of the most ecologically valuable roadsides in the nation, and supporting some of Australia's most ancient remnant landscapes.

Much has been cleared for farming and other uses, but our roadside trees are true arks from a time we will never know again.

Many of our trees have been growing since before the Mona Lisa was created, yet have a value far less than Da Vinci's painting.

Regardless of the nature of works, or the content of our Planning Scheme, residents must obtain permissin from Council if they wish to undertake any activity on Crown Land managed by Council.

This includes roadsides, reserves, parks, and any other publically managed entity owned by the citizens of Victoria and managed in perpetuity by the Shire of Strathbogie.

You will need either a planning permit or a Council staff member's advice to remove native trees, shrubs, herbs and grasses.

You may also require a Permit to Work on a Road Reserve, which ensures road users, underground services and yourself are not harmed.

In many areas of cultural heritage significance, such as areas or sites affected by a Heritage Overlay, you may need a planning permit to remove both native and non-native vegetation such as exotic garden trees.

Chris commenced with the Strathbogie Shire in 2018 as the leader of Human Resources, having worked for a decade in high volume manufacturing.  Chris delivers the urgency required to meet our legislative obligations with qualifications in Mentoring and Leadership, Human Resources, Business Management and Advanced Injury Management. Outside of work Chris balances his Football with Golf, and continues to volunteer time for the Local Learning and Employment Networks.

Chris’ main function is to leverage outcomes towards increased People and Culture.

Emma Kubeil- Manager Planning and Investment

Emma commenced employment at Strathbogie Shire Council in 2007 in the role of Student Planner. Having worked in small business within the real estate industry for 13 years, this put her in good stead to understand property use and development. Completion of a Graduate Diploma in Environment and Planning and Diploma of Management allowed Emma to pursue many opportunities within the organisation to continue to develop her skills. Now Manager Planning & Investment, Emma is continually looking to create efficiencies and promote good development to support and promote the Shire.  Emma’s portfolio comprises of Strategic Planning. Statutory Planning, Subdivisions and Planning Compliance.

Greg commenced with the Strathbogie Shire in 2011 and has since held several IT positions at council. Greg's portfolio includes Information & Communication Technology, Records Management and Geographic Information Systems. Greg has 19 years' experience working in IT, with Council being his first Local Government appointment. Greg has qualifications in IT, Management, Local Government, IT Service Management and Emergency Operations. Greg is responsible for delivering the ICT Strategy and ensuring alignment with the Council Plan.

Bruce has filled a management role with Strathbogie Shire Council since October 2014 and has more than 25 years of experience with a number of other municipalities. Bruce has a Diploma of Civil Engineering and a Graduate Diploma of Municipal Engineering and Management.

Uwe Paffrath - Manager Infrastructure

Uwe commenced with the Strathbogie Shire in October 2014 as the Strategic Asset Co-ordinator, where his main objectives were for the implementation of fit-for-purpose asset management practices, monitor and report on the performance on Council’s assets and make recommendations to maximise performance. 

In November 2017, Uwe was promoted to Manager Infrastructure to which his responsibilities include the achievement of Council’s corporate objectives by developing, maintaining and co-ordinating effective delivery of infrastructure services in the provision of technical and engineering advice.

Uwe’s previous experiences includes working initially for Local Government within the region for 14 years before joining local engineering consultancy companies in the succeeding 15 years, with the last 5 years being with his own business as a consulting engineer.  Uwe has extensive practical and project management experience, has worked on wide-ranging engineering projects, including investigations and design solutions for major infrastructure projects and the development of management guidelines on safety, risk, maintenance and asset performance.

Avi Maharaj - Manager Governance and Regulatory Services

Avi commenced with the Strathbogie Shire in January 2017 as Council’s Team Leader Council Business. Having earlier worked in Governance and Procurement at a neighbouring Council, as well as with the Local Government Inspectorate, Avi has bought into Council a new perspective which looks at opportunities through collaboration and networking with like Council’s to enhance business process improvements to drive cost efficiencies and savings.

Avi has over 20 years of experience of working in the Accounting, Auditing and Governance sectors(both public and private) and has tertiary qualifications in Accounting and Economics. He is also a member of CPA Australia and the Australian Institute of Internal Auditors. Avi’s portfolio within Governance and Regulatory Services, includes: Governance and Statutory Reporting, Policy Review and Development, Municipal Building Services, Environmental Health Services, Local Laws and Procurement and Contracts Management.

Chaminda Ranwala - Manager Finance

Chaminda has over 20 years of  experience in finance and accounting. He qualified as a management accountant completing CIMA UK. He became member of CPA Australia in 2009 .

Chaminda worked for large private sector companies throughout of his career and well trained in corporate reporting, management accounting,  assets accounting , taxation, policies and procedures process improvements and new systems implementations. At  Strathbogie Shire Council he is responsible managing all finance affair of the council.

Key tasks include: Annual accounting, assets accounting and Capital work reporting, all statutory reporting, monthly management reporting, budgets and forecasting, rate and revenue collection, investments and treasury management and managing key relationships with banks and auditors.

Claire Taylor - Manager Arts, Culture and Economy

Claire commenced with Strathbogie Shire Council in November 2017, in the newly created role of Manager Tourism, Arts & Culture.  With a background in Hospitality, Tourism and Events, Claire has worked both domestically and internationally on some of the biggest cultural and tourism events in the world including, 2012 London Olympic Games. She holds an Advanced Diploma in Event Management and a Diploma of Tourism, and prior to working with the Council had spent the past 12 years in education as a trainer in her specialised fields. 

Claire’s portfolio with Tourism, Arts & Culture also includes Economic Development, Visitor Economy, Events and she is also the Grants Officer for Council.

Debra Ellis - Manager of Community Wellbeing

Debra commenced with the Strathbogie Shire in May 2009 as a Customer Service Officer for what was then the Community Services department. Since then, she has had a number of roles within Council, including; Roster Coordination, Youth Coordinator and Children, Youth and Families Coordinator. She was promoted into the role of Manager Community Wellbeing in 2016. Her portfolio includes; Maternal and Child Health, Access and Inclusion, Youth, Community Grants and Community Planning, Prevention of Violence and the Liveability Plan 2017 – 2021 (Municipal Public Health and Wellbeing Plan).

Debra has a long history of working directly with people having come from the Community Services sector. Her strengths include community engagement, community development, communication, strategic planning/implementation and policy development/review. Debra has a Diploma of Management (completed with Proteus Leadership), Diploma in Human Resources Management (Swinburne University) and is a graduate of the Fairley Leadership Program in 2011.

Council to manage pools in-house

Strathbogie Shire Council is pleased to announce it will be adopting an in-house model to managing the Avenel, Nagambie and Violet Town Pools this 2018-19 season.

The Euroa Pool has been contracted to GL & BA Brooks, who have successfully managed the facility for the many seasons.

Strathbogie Shire Mayor Amanda McClaren said Council went through a tender submission process for the remaining three pools and instead decided to adopt an in-house model this season as a trial.

“In light of some recent community feedback, Council thought it would be a good opportunity to deliver this service with directly employed staff rather than contractors,” Cr McClaren said.

“This will provide the opportunity to experience and assess this management option when considering the draft Community Pools Strategy in February.”

Council is currently seeking Expressions of Interest for a Pool Coordinator who will be an employee of Council responsible for overseeing the operation of the three pools and is also looking for lifeguards to work at Avenel, Nagambie and Violet Town.

To support local employment, Council is running a two-day pool lifeguard training course on Saturday 17th and Sunday 18th November for up to 16 people, who will then have the opportunity to apply for a lifeguard position this season.

Participants must have current first aid certificate and must be 16 or turning 16 by the end of 2018 due to the physical requirements of the course.

To register your interest, please email Council at info@strathbogie.vic.gov.au, expressing your interest in participating in the Lifeguard Training, as well as providing your name, age, address, phone number and a copy of your first aid certificate.

Council is also calling on community groups and other interested parties to register their interest in running the pool kiosks for the 2018-19 season.

Free Pool Lifeguard Training Opportunity

Are you a resident of the Strathbogie Shire interested in becoming a lifeguard?

Strathbogie Shire Council, in conjunction with Life Saving Victoria (LSV), is offering free Pool Lifeguard training on Saturday 17th and Sunday 18th November.

The two day course will give participants the qualifications required to supervise swimming pool users, covering a number of areas including pool surveillance, scanning techniques, rescue skills, oxygen resuscitation and emergency care.

Participants must have current first aid certificate and must be 16 or turning 16 by the end of 2018 due to the physical requirements of the course.

There are a maximum of 16 places in the course, and Council will explore the option of running a second course if there is demand.

Strathbogie Shire Mayor Amanda McClaren said this is a great development opportunity, particularly for young people in the region.

“We really encourage people to register for this training as it is a fantastic opportunity that will open up greater employment options,” Cr McClaren explained.

“We are also putting out expressions of interest for lifeguards at our local pools, so there will be employment opportunities in the shire this summer, which will be made available to those who complete the training.”

Each individual candidate will get access to a learning portal with their LSV certificates, along with E-learning progress and personal details.

Have Your Say on Active Youth Space in Nagambie

Strathbogie Shire Council is calling on the local community to provide their feedback on early concept designs for an active youth hub in the Nagambie Township.

The Nagambie Croquet Club has recently disbanded and with the space now vacant, Council has started exploring the idea of having an active youth space at this location, with four designs developed for initial feedback.

The designs incorporate a variety of different activities such as a skate park, basketball half court, parkour and social areas.

Strathbogie Shire Mayor and Nagambie Lakes Ward Councillor Amanda McClaren said a youth space is something the local community have been hoping to see for some time.

“We have listened to the needs of our community and have started exploring the idea of having an active hub for our local youth,” Cr McClaren explained.

Cr McClaren said the youth hub is in very early concept stages, and currently has no project plan, budget or timelines in place.

“We think this is a great opportunity to gauge preferences and get feedback from our community at the start of this process, which will assist in informing future planning, and will be taken into consideration, along with a number of other factors including financial, regulatory and safety,” Cr McClaren said.

“We want to hear from the community, particularly youth, about their preferences and ideas on our initial concept designs and what they would like to see incorporated in this space.”

Have your say on location of an off-leash dog park

Do you have a dog you’d like to be able to let off for a run at an off-leash park?

The good news is Strathbogie Shire Council is investigating locations and requirements for the implementation of an off-leash dog area in Euroa and Nagambie.

Council is calling on the community to provide their ideas and opinions on locations they think would be appropriate for this type of activity.  

An off-leash dog area is a designated area where dogs can exercise and play off the leash under the supervision of their owners.

They can be hugely valuable, providing physical and mental health benefits to the community derived through physical exercise, social interaction and pet kinship.

Residents of the Strathbogie Shire can provide their input in the following ways:

  1. Provide a written suggestion to Council Offices at 109A Binney Street, Euroa or 317 High Street, Nagambie
  2. Send an email with your feedback to info@strathbogie.vic.gov.au

Remembrance Day commemorations

This year Remembrance Day marks 100 years since the end of World War I.

On this day 100 years ago, German leaders signed the Armistice with the Allies to conclude four years of continuous warfare on the Western Front.

Approximately 62,000 Australians died fighting for our freedom in World War I.

“Honour their Spirit” is the official motto of the Australian War Memorial for this year’s significant anniversary of the end of World War I on 11 November 1918.

On Sunday, 11 November, one minute silence will be observed at 11am to honour those who sacrificed their lives in World War I, and poppies will be worn as a sign of respect.

Strathbogie Shire Mayor Amanda McClaren said 2018 is a special year for the anniversary of the Armistice that ended World War I.

“The Strathbogie Shire consists of many proud communities who embrace our military history in honouring the many soldiers who fought in WWI,” Cr McClaren said.

“The Centenary of Armistice 2018 will be a special day commemorated by four services throughout the shire.”

Avenel, Euroa, Nagambie and Violet Town will hold ceremonies on Sunday 11th November at the following locations:

  • Avenel Cenotaph, Jubilee Park, Avenel from 10:45am
  • Victoria Cross Memorial, Kirkland Avenue, Euroa at 10:40am
  • Nagambie Cenotaph, Center strip, High Street, Nagambie 10:30am
  • Violet Town Community Complex, Cowslip Street, Violet Town 10:45am

 

Energy workshop for community groups

Community groups in the Strathbogie Shire will have the opportunity to attend a free workshop to gain a deeper understanding of how the energy market works and reduce their outgoing energy costs.

Strathbogie Shire Council has drawn from its networks and has asked utilities and energy specialists, CarbonetiX, to bring their inside knowledge to spend time with residents in a tailored community group workshop which will cover:

  • What makes up your energy bill? A breakdown of how the market works and what you’re being billed for
  • How to select the best energy deal; where to go to compare deals, the truth about ‘discounted’ energy deals, tariffs, key tips and tricks
  • Energy efficiency – where your community group likely uses its energy, behaviour changes to reduce energy, how to select the best tariff based on your energy use profile
  • Case studies and a review of your community groups’ energy bills

The workshop will take place on Thursday, 22 November, from 6- 8.30pm at Strathbogie Shire Council in the Conference Room, via the Bury Street entrance.

Great crowd for the early Angus Feature Sale

Euroa agents conducted an early Angus and All Breeds Feature Cattle Sale on Wednesday, 7 November, yarding around 2800 cattle.

With the season deteriorating over the last month, agents took the opportunity to run the feature sale a month early to take the pressure off farmers feeding stock at home.

Very high qualities of autumn drop calves were on display, with most calves only around 7-8 months of age.

The top pen of weaners tipped the scales at 363kg, with many others between 300- 340kg.

This was an outstanding result considering the season and the sale taking place five weeks earlier than normal.

Rodwells Stock Agent, Scott Meehan said a large crowd attended, and reported a much stronger sale fueled by some good orders from New South Wales and local restocker inquiry.

“The penning was the best quality yarding for three or four months,” Mr Meehan said.

“Several feedlot buyers chased the heavy older steers, weighing between 400– 500kg, pushing the value of these steers up by $100 - $150 on previous sales.”

Quality autumn drop weaners could be quoted as $150- $200 more than previous sales.

A small number of cows and calves were yarded, but also enjoyed price rises of up to $200 for the better end.

Amanda McClaren to lead for another two years

Councillor Amanda McClaren will lead the Council to the end of its four year term, having been recently re-elected as Mayor for another two years.

This was determined at a recent Statutory Council Meeting, where Council also resolved not to elect a Deputy Mayor for the next twelve months, providing the opportunity for Ward Councillors to rotate Mayoral duties in Cr McClaren’s absence.

Cr McClaren said she was truly honoured to be afforded the opportunity to continue to lead as Mayor for the next two years.

“It is a privilege to be given the opportunity to lead Council right through to the end of our term and I look forward to working closely with my fellow Councillors as a voice for our communities,” Cr McClaren said.

“We’ve got so much more that we want to achieve, and with upcoming State and Federal elections, we will continue to advocate strongly for our region.

We are at the halfway point in our four year term and the next two years will be critical for our Council, particularly as we undertake the recruitment and appointment of our next CEO,” Mayor McClaren said.

The National Disability Insurance Agency (NDIA) is running information sessions in Shepparton and Seymour for people with disability, family members and carers to help you prepare for your first National Disability Insurance Scheme (NDIS) planning conversation.

In this session the following topics are covered:

  • What will I be asked about in my first NDIS planning conversation?
  • What is an NDIS goal and how do I develop a goal for my plan?
  • Who will help me to make and start my NDIS Plan?
  • Who makes decisions about what is funded in my NDIS Plan and how do I manage NDIS funding?

The sessions will be delivered in partnership with Intereach.

Stock Containment Area Workshop

Agriculture Victoria is running stock containment workshops for sheep and cattle, to discuss site selection, design and management.

This workshop will be held on-farm to inspect a well-established stock containment area.

VENUE: ‘Frederick Hill’, 995 Basin Road, Tarnook (near Benalla)

DIRECTIONS: 2.5km west on Basin Road from the intersection with Tarnook Road,

follow the field day signs.

DATE: Thursday, 29 November

TIME: 9.00am - 12.00pm, followed by lunch

Topics will include:

  • SCA site selection and design
  • Water set-up and requirements
  • Animal nutritional requirements
  • Animal health and welfare
  • Sheep producers’ first-hand experience
  • Inspection of a sheep SCA facility

Agriculture Victoria staff will be on-hand to provide producers further information and advice.

Transit lane under Chinamans Bridge for safety

A transit lane has been created on the Goulburn River under Chinamans Bridge in Nagambie to guide vessels under the steel span of the bridge.

Strathbogie Shire Mayor and Chair of the Nagambie Waterways Advisory Committee Amanda McClaren said the transit lane has been put in place to address public safety concerns associated with the deterioration of the bridge.

“Council is urging waterways users to utilise the lane designated by the floating buoys and act with caution when travelling near the bridge,” Cr McClaren said.

The deterioration of the bridge has been worsened by vandalism, including the apparent scavenging of timber elements for firewood.

Nagambie-Locksley Road upgrade resumes

Upgrade works on the Nagambie-Locksley Road have recommenced this week, following a significant delays due to weather conditions, the need to relocate Telstra Services at the site and the revision of the original project plan.

Group Manager Community Assets, Jeff Saker said some wet weather at the time created some delays and culvert works revealed a lack of existing crushed rock pavement in parts of the road.

“As a result of this finding, the design needed to be revised to strengthen the road, with an increase in the depth of pavement to better carry heavy traffic,” Mr Saker explained.

“The new design has been completed and we have now resumed works.”

“I’d like to thank the community for their ongoing patience during this delay and look forward to delivering on this project which we hope to complete in early 2019, subject to weather conditions,” Mr Saker said.
